In a newly released supplemental funding request to Congress, the White House is urging lawmakers to replace the proposed hemp ban with a comprehensive regulatory framework. At the very least, it is asking Congress to extend the current moratorium, which expires in November, giving lawmakers more time to develop thoughtful regulations instead of rushing into a ban.

Specifically, the Administration pointed to language similar to Amendment #54 to H.R. 8646, bipartisan legislation introduced by Congressman Andy Barr that would establish a regulatory framework for hemp-derived products.

If Congress is not prepared to finalize those regulations immediately, the White House is also asking lawmakers to extend the current moratorium while that work continues.

That approach gives Congress the opportunity to build a system that protects consumers, supports responsible businesses, and provides long-term stability for the hemp industry.

What Industry Leaders Are Saying

Jonathan Miller, General Counsel for the U.S. Hemp Roundtable, called the announcement an important step forward:

"We are excited to see the President take such a strong public stance in favor of replacing the hemp ban with a strong regulatory framework, or at a minimum, securing an extension of the hemp ban moratorium to give Congress more time to develop regulations."

The U.S. Hemp Roundtable continues to work with lawmakers to ensure hemp language remains part of the final funding package as Congress considers the legislation in the weeks ahead.

Lawmakers will now decide whether to include these hemp provisions as they negotiate the supplemental funding package. The coming weeks will determine whether Congress moves toward a thoughtful regulatory framework or revisits broader restrictions on hemp-derived products.
